Q&A: 9/9 - Juico, 0/1 - Manoling

On Juico:


1. Is it true that PCSO is bankrupt?
Margie Juico stated that there is almost a billion pesos worth of net loss when she took over as the chairperson of PCSO and they found out that the deficit started since the year 2005. She’s obviously not at fault here since she only inherited this said deficit from the previous chairperson who started this fiasco. She was able to bring it down to P700 million net loss today and the charity fund down to P2billion instead of the P3billion deficit that they had when she took over the position. Good work Margie!


2. Why transfer to PICC?
Juico said they spent 300 million to rehabilitate the OI grounds but it wasn’t enough. The place is still crumbling down to bits and the only thing that they can think of is to transfer it to PICC which would be safer and more beneficial for PCSO. Why? It’s cheaper, the place can accommodate all of the staff and it has better facilities.


3. is there a P2billion transfer of PCSO funds?
The Transfer of PCSO funds to UCPB was done for the purpose of saving. the said bank is capable of handling government accounts and funds, not all the funds was transferred, only a portion is with UCPB because of the better offer by the said bank regarding interest rates of the said account. It has been decided by the board and not solely by Juico. All placements have been decided and has a collective decision by the board of directors.


4. Selective process on helping the poor?
40% of the charity funds goes directly to the mandated beneficiary (tuberculosis patients) and the rest of it will be spent on those who are qualified for a medical assistance grant, then again, everything has its limit, even the PCSO that’s why the board had a resolution to have a limit of only P4.5 million to be spent daily for assistance since 2008 else the funds will run out. They can’t just give out grants. They have to sort out those who are asking for assistance, who are really in need… now are they selective? Yes, in a way that they will put you in front of the line if you really need medical attention ASAP.


5. Will the deficit affect the prize of the lotto raffle?
Simple, the deficit is with the charity and operating fund. It is different from the prize fund. Prize fund will never be touched.


6. Condo developer bought QI grounds?
Manoling is not even sure who the developer is, they say that its Ayala Land but when they checked it, came out that Ayala is really out of the picture, the grounds is not even for sale yet there might be some whose interested but the bottom line, there is no proof that there’s a developer who bought the QI grounds for the purpose of constructing a condominium.


7. Juico’s son is her own chief of staff?
Yes it is true, and there is nothing wrong with it. It is a confidential position and no law has been broken. It is legal and it’s right. This is not the first time this happened, the chairman before Juico also had relatives working for them inside PCSO


8.Juico contributed 5 million to the campaign of President Aquino?
Margie simply said to ask her husband about the issue and not her. In my own opinion, the said issue is not really an issue. Manoling said that they did this to make sure that there will be a position for Margie once the Noy Noy wins the election. Sure enough Aquino won the election and right after that he appointed Margie as chair person of PCSO. Why? Not because of the support her family did during the election but rather she is the only one well qualified for the said position.


9.PCSO is heartless and doesn’t care?
The issue regarding the child house in QI was half told, Juico gave the child house a couple of notices to find a place to transfer the children to a new location because the place is crumbling and PCSO is moving out of the QI grounds. The said building could collapse at any time. She was not informed that there has not been a search for relocation and the only time she knew about this is when she saw it in the news, the same time of the final date of the notice to vacate. There were children pleading not to relocate them because they have nowhere to go. Now people are calling PCSO heartless and that they don’t care about the children. Juico never wanted to drive out the children off the grounds; she even offered to find a place to relocate them instead. As what Margie said “it became an emotional hostage drama.” And yes it really did. Juico who wanted to help relocate those children is now the bad guy in the said story.
